NOTE: As of August 29, 2023, the City of Oakdale is no longer using Payment Services Network (PSN) for utility billing payments or other City payments. Customers previously enrolled in auto pay will need to re-enroll in the new system. You will need to have your new account number accessible after your first new bill arrives, or call 651-739-5086 to receive your new account number.

Utility Bill Payments

There are several ways to pay your utility bill including online, phone, mail or in-person.

The City's online payment platform for utility billing provides customers access to: 

  • Secure payment options via credit/debit card or e-check.
  • Payment without creating an account or advanced functionality for those who create an account.
  • Automatic payment scheduling.
  • Access to bill history and paperless billing.

Beginning January 1, The City is no longer absorbing processing fees. Credit/Debit Card and E-Check payments will have the following processing fees charged.

Utility Processing Fees:

  • E-Check Processing Fee is $1.95.
  • Credit Card Processing Fee is 1.7%.

Non-Utility Processing Fees:

  • Credit/Debit Card Processing Fee is 0.65% plus $0.65.

Customers interested in avoiding the fees are encouraged to sign up for the In-house ACH  program using a checking or savings account.

Online Permits, Licenses or Planning Applications

The City is now using an online services platform for permits, business licenses and planning applications. This system conveniently allows for payment by credit card, or via check/cash. For more information, visit our online services information page.

All Other Payments

Any other payments (including special assessments) can be made on the online platform. You can also pay by cash, check or credit card at City Hall (1584 Hadley Avenue N) during regular business hours, Monday to Friday, 8 AM to 4:30 PM.
