Dear Residents:
The City of Oakdale has an annual program that includes pavement rehabilitation projects on collector roadways. My name is Jeff Thene, and I will be the Project Representative for the above-mentioned overlay project. This work is scheduled to begin on or about August 11 and should take about a month to complete. During the work, we will prepare weekly project updates to keep you informed of the planned construction activities.

The General Contractor
The General Contractor for this project is Minnesota Paving and Materials of Rogers, Minnesota. The contractor is scheduled to begin work on or near August 11 and finish work by the end of September.
Project Areas
Hadley Avenue N from 10th Street N to Hallmark Avenue N
General Work Schedule
During the first two to four weeks, the contractor plans the following work:
- Install temporary construction signing and erosion control devices.
- Remove and replace the existing bike trail pavement.
- Remove and replace isolated sections of damaged concrete curb and gutter.
- Repair some storm sewer catch basins and water valve boxes.
- Restore disturbed boulevard areas.
- Replace street lights with decorative aluminum poles and LED fixtures.
During the last one to two weeks, the contractor plans the following work:
- Mill off the top layer of asphalt pavement.
- Repave the top layer of asphalt pavement.
- Restripe the roadway about three days after paving.
Curb Removal and Replacement
Curb that is sunken, severely cracked, or has large pieces of concrete missing will be replaced. Curb that is cracked, but still functional, will not be replaced. New curb cannot be driven over for approximately five days, which allows it to gain strength while the concrete cures. If curb must be replaced at a driveway, the contractor will contact residents to help make temporary parking arrangements. Please contact Jeff Thene if there are any issues regarding access to driveways, and we will attempt to make the necessary accommodations.
Irrigation Systems, Invisible Fencing and Landscaping
The curb replacement process will require excavation into the boulevard by approximately one to three feet. Any private features (irrigation lines and heads, underground dog fences, landscaping, etc.) you may have near any curb that is marked for removal should be clearly marked with flags so the contractor is aware of their presence. If the contractor knows the location of these facilities, they may be able to minimize or avoid damage. All repairs will be performed by the City’s Contractor. The City will NOT reimburse property owners for any damage repaired by a private contractor.
Street Mill and Overlay
The contractor will mill off the top layer of existing asphalt pavement. This will leave a temporary rough asphalt surface that can be driven on. This will then be repaved with new asphalt. During this time, the streets will be open to traffic but will be restricted to one lane with flaggers during the work process.
Road Closures to Through Traffic
There will likely be temporary partial road lane closures while some of the curb, catch basin and valve box work is done. When the pavement is milled off and when it is repaved, the street will be open but traffic will be restricted to one lane with flaggers.
Other Information and Final Reminders
These general maintenance type projects are financed with Minnesota State gas tax funds that the City receives for maintenance of collector roadways. Therefore, this project will NOT result in special assessments to property owners.
