Construction continues on this year’s street improvement project. The contractor has split the project into smaller areas for coordination and scheduling (see project area map on the City of Oakdale website, www.ci.oakdale.mn.us):

31st Avenue neighborhood west of Ideal Avenue and north of Stillwater Boulevard (Anna's Grove).
4th Street between Helmo Avenue and Inwood Avenue.
Imperial Avenue/Oak Marsh Drive/3rd Street from 4th Street to Inwood Avenue.

The improvements include miscellaneous storm sewer/sanitary sewer/watermain repairs and replacement, replacement of isolated sections of structurally damaged curb and gutter, repaving of the asphalt pavement section, installation of new street lighting, and some trail and walk improvements. On 4th Street, the rural roadway with ditches will be replaced with an urban roadway with curb and storm sewer.

Miller Excavating is the contractor for this project. They have successfully completed many similar projects locally. All project work is scheduled to be complete by September.

Current and Planned Work

Area 1: 31st Avenue Neighborhood west of Ideal Avenue and north of Stillwater Boulevard (Anna's Grove)

Sod installation in the disturbed boulevard areas has been completed. Please help water your sod so it grows! The contractor will also water for the first 30 days only. Any sod that is acceptable after 30 days will not be replaced. See the sod care sheet for more information.
The final layer of asphalt paving is planned to be done in two weeks (between August 24-26) and will take up to two days to complete depending upon weather.

Area 2: 4th Street between Helmo Avenue and Inwood Avenue

Work continues and a detour is in place around the project area using Inwood Avenue/10th Street/Helmo Avenue.
Access to Guardian Angels Church is off of 3rd Street during this work. Access to Oak Meadows Senior Living and to Holly Lane is available off of 4th Street from the west.
Storm sewer installation is complete except for a small section west of Hickory Lane which will be done after the gas company moves a main pipe that is in conflict.
Roadway grading is being done now and should be complete late next week.
Concrete curb installation will follow the grading.

Area 3: Imperial Avenue/Oak Marsh Drive/3rd Street from 4th Street to Inwood Avenue

Castings and valve boxes have been raised on Imperial Avenue and Oak Marsh Drive in preparation for final paving. The final paving is proposed to be done at the end of August
3rd Street will have the top surface of asphalt pavement milled off and then repaved. This work is proposed to be done at night to minimize business and traffic disruption. This will take about two nights depending on weather and is planned to be done at the end of August. Advance notice will be provided to the affected businesses.

As construction progresses, please use caution traveling within the project area. Also, please do not park vehicles on the street from 7:00 a.m. to 7:00 p.m. within the project area unless instructed to by the Contractor to accommodate driveway work. This will help the Contractor to work more efficiently, and will create a safer work zone. Thank you, as always, for your ongoing patience and cooperation.
