2020 Street Improvement Updates

Construction continues on this year’s street improvement project. The contractor has split the project into smaller areas for coordination and scheduling:
  1. Area 1: The Shenandoah neighborhood located east of I-694 and north of 50th Street. View area 1 map.
  2. Area 2: The commercial industrial areas east and west of I-694, north of 4th Street and south of 10th Street. View area 2 map.
  3. Area 3: The Oakdale Park trail from Hadley Avenue to the Discovery Center and west to Granada Avenue. View area 3 map.
The improvements include miscellaneous storm sewer/sanitary sewer/water main repairs and replacement, replacement of isolated sections of structurally damaged curb and gutter, repaving of the asphalt pavement section, installation of new street lighting, and some trail and walk improvements.

MN Paving is the contractor for this project. They have successfully completed many similar projects for the City. All project work is scheduled to be complete by early September.

Current and Planned Work


Area 1

Shenandoah Valley neighborhood located east of I-694 and north of 50th Street

  • Sod is being completed today and the contractor is watering it. Please help water your new sod! Read sod care instructions.
  • The final layer of asphalt is planned to be paved on Monday and Tuesday (August 9 & 10).

Area 2 

Commercial-industrial area east of I-694, north of 4th Street and south of 10th Street

  • Topsoil is being placed in the boulevard areas and sod is planned for next week. Please help water your new sod! Read sod care instructions.
  • The Powerline Park trail Re-alignment is now being graded and it will take approximately a week to prepare for pavement.
  • The trail is scheduled to be paved on Wednesday August 18th.
  • Street lights will be installed as soon as the poles are received. There has been a delay due to supply chain challenges. They are anticipated to arrive by the end of the month.
  • The final layer of asphalt will be paved after the lights are installed. 
West of I-694
  • The first layer of asphalt is complete.  
  • Manhole castings and water valve boxes are now being raised for the final layer of asphalt.
  • Boulevard topsoil and sod placement will be done over the next two weeks. Please help water your sod! Read sod care instructions.
  • Street lights will be installed as soon as the poles are received. There has been a delay due to supply chain challenges. They are anticipated to arrive by the end of the month.
  • The final layer of asphalt will be paved after the lights are installed. 

Area 3

Oakdale Park trail from Hadley Avenue to the Discovery Center and west to Granada Avenue

  • The trail is now closed until complete. Please use alternate trails to allow the contractor to get the required work done as efficiently and safely as possible.
  • The trail is now being reclaimed into gravel and will be graded and prepared for paving next week.
  • Trail paving is scheduled for Monday and Tuesday (August 16 & 17).
  • Restoration of the edges of the trail will follow the completion of the pavement and is scheduled to be complete by Friday August 27.
As construction progresses, please use caution traveling within the project area. Also, please do not park vehicles on the street from 7 am to 7 pm within the project area unless instructed to by the contractor to accommodate driveway work. This will help the contractor to work more efficiently, and will create a safer work zone. Thank you, as always, for your ongoing patience and cooperation.
