2019 Street Improvement Updates

June 7, 2019

Construction has begun on this year’s street improvement project which covers the Partridge Estates and Heather Ridge neighborhoods. The improvements include miscellaneous storm sewer/sanitary sewer/water main repairs and replacement, replacement of isolated sections of structurally damaged curb and gutter, repaving of the asphalt pavement section, and installation of uniform street lighting. It also includes replacing the top surface of pavement on Helmo Avenue from 15th Street to Upper 23rd Street.

T.A. Schifsky & Sons, Inc. is the Contractor for this project. They have successfully completed many similar projects for the City.  This work will be done in phases by area to help minimize disruption. All project work is scheduled to be complete by early September.

Project Areas:

Current and Planned Work

Partridge Estates Area

  • Leaking water valves have been repaired and the street patched on Hadley Avenue just north of 41st Street Court.
  • Concrete curb and gutter spot replacement work should be finished this week.
  • Gravel will be graded next in preparation for the asphalt paving. Some grading is planned for Saturday in areas where events like graduation parties are not planned. On street parking will be allowed for the scheduled events.
  • The first layer of asphalt pavement is scheduled to be paved next Wednesday and Thursday (June 12-13) dependent upon weather.
  • Driveway patching and boulevard restoration will be done after the paving.

Heather Ridge Area

  • A street lighting crew is continuing work in this area.  They are first installing new underground wiring and will then follow up with installing new lights.  The existing lights will be left operational as long as possible to try and minimize the down time for the system. They are working from North to South as the Excel Gas crews finish streets.
  • Concrete curb and gutter spot removals are planned for next week on Helena Road and Heather Ridge Road.
  • A pipe crew is scheduled to begin storm sewer and water valve repairs in this area early next week.  This work should take about two weeks to complete.
  • Improvements will be made to the Dog Park on Helena Road including installation of a drinking fountain, installation of parking lot curb and pavement, and installation of a storm water treatment raingarden. The Dog Park will be closed beginning June 10 until about mid-July.  We apologize for the inconvenience, but it is for the safety of people and their pets while this work is done.
  • Excel Gas crews are continuing to replace gas mains and services to houses in this area.  They are working from North to South and expect to be all done by the end of next week.  This work is separate from the City project work, and Excel will be doing their own grass restoration with seeding when their contractors become available.

Helmo Avenue mill & overlay

  • This work is expected to start the week of June 24th.  Storm sewer repairs, spot replacement of concrete curb and gutter and street lighting will be done first, and then the top layer of asphalt pavement will be milled and repaved. The paving will likely be about mid-July.
As construction progresses, please use caution traveling within the project area.  Also, please do not park vehicles on the street from 7AM to 7PM within the project area unless instructed to by the Contractor to accommodate driveway work. This will help the Contractor to work more efficiently, and will create a safer work zone. Thank you, as always, for your ongoing patience and cooperation.
