Definitions

All peddlers, solicitors, and transient merchants wishing to conduct business in the City of Oakdale must first apply for a license.

  • Peddler - Person who goes door-to-door selling and immediately delivering goods or services
  • Solicitor - Person who goes door-to-door obtaining or attempting to obtain orders for goods or services to be delivered at a later time
  • Transient Merchant - Person or entity engaging in temporary business from a fixed location but who does not remain in any location for more than 4 consecutive days is considered a Transient Merchant.

Exceptions

Exceptions include:

  • Persons who sell or peddle products of a farm or garden that is occupied and cultivated by them.
  • Any non-commercial door-to-door advocate or educational organization.
  • Commercial travelers or selling agents in the usual course of business.
  • Anyone conducting the type of sale commonly known as garage sales, rummage sales, or estate sales.
  • Business conducted in conjunction of a city-sponsored event.

  • Transient Merchant - $157.50 per quarter
    • January through March

General Information

Hours of selling are 8 AM to 8 PM only. Peddlers / solicitors are restricted from premises that display "Peddlers and Solicitors Prohibited" signage.

Each person involved in the business activity must carry the approved license or certificate of registration at all times while selling in Oakdale.
